The inaugural ceremony of the 2nd International Conference on Global Criminology and Victimology 2025 organised by National Law University and Judicial Academy, Assam in collaboration with Critical Criminology Network of British Society of Criminology & Think Justice Foundation and in association with World Society of Victimology was held on 7th of August 2025 at Krishna Kanta Handique State Open University, Khanapara, Guwahati. The event, moderated by Dr.Nandarani Choudhury, Assistant Registrar (Academic), National Law University and Judicial Academy, Assam, began with the introduction and welcome of guests on the dais, followed by the State Anthem of Assam and the lighting of the lamp. Prof. Dr. K.V.S. Sarma, Chief Patron and Vice-Chancellor of the National Law University and Judicial Academy, Assam, delivered the Welcome Address wherein he welcomed the dignitaries and expressed gratitude for their August presence in the ceremony. This was followed by the felicitation of guests and introductory remarks by Prof. Dr. Y.S.R. Murthy,Former Vice Chancellor,The Assam Royal Global University ,India. Prof. Murthy appreciated the efforts undertaken to organise the conference, noting its significance in the context of the current criminology and victimology landscape. Ms. Lucy Gorman, Consul General of the UK for Spain and Andorra , delivered a special address in which she briefly discussed the global criminal landscape and highlighted the initiatives undertaken for victim rehabilitation. The Inaugural Address was delivered by the Chief Guest, Hon’ble Mr. Justice Dinesh Maheshwari, Chairperson of the Law Commission of India . While appreciating the initiative of organising the conference, he emphasised that, in light of the growing criminal scenario, convening a forum to deepen the understanding of criminology and social justice is the need of the hour. He highlighted the features of the ancient Indian criminal justice system and reflected on the criminal justice dispensation in the modern era, observing that the law serves not only to punish but also to heal. He also underscored the importance of continuously updating the system to embrace ever-changing circumstances. Dr. Bhanu Prakash Nunna,Managing Director,Think Justice Foundation presented an overview of the conference, stating that it marks a significant milestone in bringing together global scholars, researchers, academicians, and students in the field of criminology and victimology. He welcomed all the dignitaries and participants to this mind-bending event, and highlighted that over the next three days, the conference aims to explore both academic and practical insights in this domain, with a focus on generating quality research output. The ceremony concluded with a Vote of Thanks by Dr. Manikandan Soundararajan, Co-Chair of the Conference, Founder-Director, ThinkJustice Foundation, India. It was followed by the rendition of the National Anthem.

The Valedictory Session of the 2nd ICGCV-2025 marked the formal conclusion of the conference, bringing together distinguished dignitaries and eminent speakers to share their insights. The valedictory session was moderated by Dr. Nandarani Choudhury, Assistant Registrar (Academics). Prof. Dr. K.V.S. Sarma, Chief Patron and Vice-Chancellor, National Law University and Judicial Academy, Assam, delivered the Welcome Address. Special remarks are offered by Prof. Dr. Y.S.R. Murthy, Co-Chief Patron and Former Vice-Chancellor, The Assam Royal Global University, Guwahati. Dr. Manikandan Soundararajan, Co-Chair, Founder & Executive Director, ThinkJustice Foundation, and Postgraduate Committee Member, British Society of Criminology, presented the conference highlights. Hon’ble Mr. Upul Abeywickrama, Member of Parliament, Sri Lanka, and Hon’ble Mr. Justice Mir Alfaz Ali, Director, Judicial Academy, Assam, and Former Judge, Gauhati High Court, delivered special addresses. The Valedictory Address was given by Hon’ble Mr. Justice Hrishikesh Roy, Former Judge, Supreme Court of India. The session continued with the award ceremony and the announcement of the 3rd ICGCV-2026 host. Dr. Bhanu Prakash Nunna, Chair of ICGCV-2025, Founder & Managing Director, ThinkJustice Foundation, and Vice-President, World Society of Victimology, delivered the acknowledgments and Vote of Thanks. Dr. Gunajit Roy Choudhury, ACS, Convenor of ICGCV-2025 and Registrar, National Law University and Judicial Academy, Assam, formally concluded the conference.
